A 6634: Requires the office of parks, recreation and historic preservation to develop and approve operational safety plans prior to the deployment of any employee in hazardous conditions; requires the plan to include a comprehensive risk assessment identifying potential hazards associated with the deployment, mitigation measures to address identified risks, detailed information on team composition, identification of an on-site authorized person responsible for overseeing operations, a clear chain of command, emergency contact information for all team members, and evacuation procedures.
The bill aims to improve operational safety in New York State's parks, recreation, and historic preservation efforts. It requires the development and approval of operational safety plans before deploying employees in hazardous conditions. These plans should include risk assessment, mitigation measures, team composition, and emergency procedures. The commissioner will review and approve these plans to ensure compliance with established safety standards and verify employee training. The bill also clarifies that hazardous conditions include situations with significant risks to personnel, such as natural disasters and emergency situations. It ensures that employees are provided with necessary information when deployed with other entities, while allowing them to perform routine duties and respond to immediate threats.
