Assembly BillIntroduced
A 6821: Exempts a payroll agency that provides payroll services on behalf of another person or organization from the definition of hiring party.
What A 6821 does, verified January 8, 2026
The bill aims to amend the general business law to exempt payroll agencies from the definition of a "hiring party" for certain purposes. Currently, a "hiring party" refers to a person or organization that retains a freelance worker to provide a service. However, the bill proposes to exclude payroll agencies that provide services on behalf of another person or organization from this definition. This change would allow payroll agencies to operate without being considered a "hiring party" for specific purposes. The bill would take effect immediately upon its enactment.
