What A 7192 does, verified January 8, 2026

The bill aims to prohibit the establishment, incorporation, or approval of new for-profit nursing homes in New York State. This means that the state's health commissioner and council will not approve any new for-profit nursing homes or increase the capacity of existing ones. However, facilities that were already established or approved prior to the bill's effective date can still undergo changes, as long as they do not result in an increase in resident capacity. The bill defines a for-profit nursing home as one owned or operated by a for-profit entity. The law will take effect immediately.
