The bill aims to allow certain retail licensees to purchase wine and liquor from other retailers. This allows for a more flexible and efficient system for these licensees. The bill permits a retail licensee for on-premises consumption to purchase up to six bottles of wine or liquor per week from an off-premises retail licensee. These purchases can be resold for consumption on the premises licensed therefor. Retail licensees are required to retain evidence of each purchase, including a receipt showing the retailer's name, date of purchase, description of the alcohol, and price paid. This information must be made available for inspection by the state liquor authority and its agents. The bill takes effect on the 90th day after it becomes a law, and any necessary rules or regulations must be implemented on or before that date.
