The bill aims to regulate the operation of autonomous taxicabs in cities with a population of one million or more. An autonomous vehicle can only be used for taxi services in these cities if it is first licensed by the New York City Taxi and Limousine Commission as a taxicab. The commission must establish rules for licensing and operating autonomous taxicabs, including safety standards, insurance, and vehicle requirements. These rules must also include reporting requirements for trip and revenue data. The commission can deny or revoke a license for non-compliance with these rules. The bill takes effect immediately.
