A 7941: Limits the number of certificates of registration that may be issued by the commissioner of motor vehicles to five total; provides that certificates issued prior to 1/1/25 shall not be eligible for renewal.
The bill aims to amend the vehicle and traffic law to provide certificates of registration for entities that manufacture or assemble zero-emission vehicles. The law allows franchisors, manufacturers, distributors, and their subsidiaries to obtain up to five certificates of registration, provided they meet specific conditions. These conditions include that the entity must manufacture or assemble exclusively zero-emission vehicles and that there has been no transfer of ownership to another entity. The law also specifies that certificates issued prior to January 1, 2025, are not eligible for renewal. Additionally, the law clarifies that "zero-emission vehicles" have the same meaning as defined in the New York Code of Rules and Regulations. The changes take effect immediately.
