What A 8097 does, verified January 8, 2026

The state of New York is introducing a new law to improve its financial management. The law, known as the "Reciprocal Enforcement of Claims on Unpaid or Reduced State Entitlements Act", aims to ensure that the state receives federal funds owed to it. The law requires the state comptroller to report on federal funds owed to the state, including those owed due to court decisions. If the report indicates that the state is owed federal funds, the governor, comptroller, and budget director can jointly direct the commissioner of taxation and finance to withhold payments to the federal government. The withheld funds can then be used for state appropriations, but only up to the amount of federal funds owed to the state. The law takes effect immediately.
