A 8202: Directs state agencies to adopt an embodied carbon decarbonization program; requires the office of general services to issue operational directives and guidance for common construction materials to reduce the amount of embodied carbon in such materials.
The bill aims to reduce the embodied carbon in state construction projects. Affected entities, including state agencies and public authorities, must adopt an embodied carbon decarbonization program. The program requires the calculation of total embodied carbon for new construction projects and construction projects with significant renovations. Bidders must submit product and facility-specific environmental product declarations, which include the amount of embodied carbon in building materials. These declarations must comply with maximum global warming potential limits defined by the Office of General Services. The program takes effect immediately, and the Office of General Services will issue operational directives and guidance for common construction materials.
