What A 8209 does, verified January 10, 2026

The bill aims to amend the transportation law to regulate third-party identity verification services used in public-use airports. These services use biometric data to confirm the identity of individuals for expedited access to security checkpoints. Third-party identification verification services must report certain information to the department on a quarterly basis, including the number of passengers who used their service, the number of security breaches, and the number of functioning kiosks in each airport. The department will submit a quarterly report to the governor, the temporary president of the senate, and the speaker of the assembly, which will include this information, as well as data on passengers who received expedited access security screening without using a third-party service. The bill takes effect immediately.
