What A 8509 does, verified January 9, 2026

The bill aims to provide temporary housing assistance to homeless families with dependent children in Westchester County, without requiring them to contribute earned income. This means that these families will not have to pay room and board or risk losing their assistance if they earn income. The bill ensures that Westchester County providers of temporary housing assistance will not be reimbursed at a lower rate than 100% and will still be required to obtain contributions from these households. The bill does not create any additional requirements for Westchester County to provide temporary housing assistance or short-term housing. The changes will take effect on January 1st and will expire two years later.
