What A 8663 does, verified September 28, 2025

The bill aims to increase the bonding authority of the New York City Housing Development Corporation. It limits the issuance of bonds by the corporation if the total outstanding bonds and notes would exceed $20 billion or cause the maximum capital reserve fund requirement to exceed $85 million. To determine the limit, outstanding bonds and notes already available for payment at maturity or through a sinking fund are deducted. Additionally, the bill requires the Senate and Assembly to pass a concurrent resolution before the corporation can issue bonds that would exceed $30 million and cause the maximum reserve fund requirement to exceed $30 million.
