What A 876 does, verified January 8, 2026

The proposed bill aims to regulate property taxes in New York City. It introduces a new provision that prohibits the city from increasing property taxes when a property's assessed value decreases in the previous year. The new rule applies to Class One and Class Two properties, which are defined by the real property tax law. The assessment value of these properties will be adjusted for a period of one year after a decrease in market value. The new assessment value will be either the prior year's value or the product of the assessment ratio and the market value. This provision ensures that property taxes are not increased when a property's value has decreased. The bill takes effect immediately.
