What A 8940 does, verified January 10, 2026

The bill aims to prohibit price gouging for for-hire transportation services during state emergencies or abnormal market disruptions. This means that transportation services, such as taxis, ride-hailing services, and limousines, cannot increase their prices excessively when the market is disrupted. The governor, attorney general, or municipal chief executive can issue a notice requesting that transportation services adjust their pricing to incentivize increased transportation options in a specific geographic area. The term "for-hire transportation services" includes various types of transportation, such as vehicles provided by transportation network companies, taxis, and livery vehicles. The bill takes effect immediately.
