What A 898 does, verified January 5, 2026

The proposed amendment to the state constitution aims to clarify the power of taxation and exemptions from taxation. The amendment would ensure that the power of taxation cannot be surrendered, suspended, or contracted away except for public purposes. Exemptions from taxation can only be granted by general laws and must be specified. Exemptions for real or personal property used for religious, educational, or charitable purposes would remain unchanged. However, exemptions for private institutions of higher education may be altered or repealed. The proposed amendment would also require that exemptions be published for three months prior to the next general election.
