A 9027: Prohibits the granting of a certificate for the construction or operation of an on-shore or off-shore industrial wind turbine or wind farm within the jurisdiction and control of the state and within any area of the state outside of the city of New York unless a certificate for the construction or operation of an on-shore or off-shore industrial wind turbine or wind farm within geographic boundaries of or the shoreline adjacent to the city of New York is granted simultaneously.
What A 9027 does, verified January 8, 2026
The bill requires the granting of certificates for industrial wind turbines in the state to be accompanied by a similar certificate for turbines located within or adjacent to the city of New York. This ensures that wind farms are not built solely in the city's outer areas, but also in the city itself. The state's energy and environmental agencies will no longer issue permits for wind turbines without first granting certificates in the city. The bill takes effect immediately.
