A 9050: Defines "mental health clubhouse"; provides that the department of health, in consultation with the office of mental health, shall authorize Medicaid reimbursement for services provided by mental health clubhouses.
The bill aims to provide Medicaid reimbursement for mental health clubhouses, which are facilities that offer a holistic approach to treating serious mental illness. These clubhouses provide a community-based environment where members work side by side with staff to build a non-clinical therapeutic community. The facilities offer a range of services, including psychosocial rehabilitation, vocational and educational support, crisis support, housing assistance, peer support, case management, and health promotion. The bill requires the state to establish a reimbursement mechanism that recognizes the holistic nature of the clubhouse model and implement a standardized per diem rate for services provided. The state will also need to adopt rules and regulations to implement the bill, including provider certification standards and service delivery criteria. The bill takes effect immediately.
