What A 9108 does, verified January 9, 2026

The bill aims to amend the Agriculture and Markets Law to allow a town's dog control officers to act as impounding organizations. If an animal is seized by the impounding organization, the organization can file a petition with the court to request that the owner post a security deposit. The security deposit must be sufficient to cover the reasonable expenses expected to be incurred by the impounding organization in caring for the animal. The court will determine the amount of the security deposit based on the facts and circumstances of the case. If a security deposit is posted, the impounding organization can draw from it the actual reasonable costs incurred in caring for the seized animal. The bill takes effect immediately.
