What A 938 does, verified January 11, 2026

The bill aims to amend the Civil Service Law to allow municipal and/or authority-owned or operated airports to hire and promote employees on a permanent basis. Municipally owned airports can appoint or promote employees to permanent positions in critical airport management and supervisory roles, such as airport director and chief operating officer. The appointees must be determined by the airport or authority as qualified and meet the requirements of the position. The bill also ensures that no person can be assigned to perform duties of a position unless they have been duly appointed, promoted, transferred, or reinstated to that position. The amendments take effect on the ninetieth day after the bill becomes a law.
