What A 951 does, verified January 8, 2026

The bill creates a distinctive license plate for veterans honoring Borinqueneers. Veterans or the spouse of a veteran can request a Borinqueneers license plate upon filing an application with the commissioner. To be eligible, the applicant must be a resident of the state, have served in the US armed forces, and meet certain discharge criteria. A distinctive plate will be issued upon proof of eligibility and payment of the regular registration fee, with an additional one-time service charge of $25. A surety bond is required for the design, production, and issuance of the plate, but not if at least 200 orders have been received prior to plate design. The bond will be deposited into the distinctive plate development fund and used for the design, production, advertising, and distribution of the plates.
