A 984: Requires a call-blocking service to be provided in state contracts that include procurement of a voice service; provides that a voice service provider shall not be subject to civil or criminal liability for failure of a call-blocking service to block a call, or mistakenly blocking a call that should not have been blocked.
The bill requires that voice services provided to the state or its political subdivisions include a call-blocking service. A call-blocking service must use reasonable analytics to identify unwanted calls and block them. This service must be included in contracts awarded by state agencies, public authorities, or municipalities through competitive bidding or request for proposal processes. The bill aims to protect state residents from unwanted calls by requiring voice service providers to include call-blocking services in their contracts. The call-blocking service will not result in civil or criminal liability for blocking unwanted calls or failing to block wanted calls.
