S 10671: Provides that each school district, charter school, and board of cooperative educational services shall adopt and implement a written policy governing the use of humanoid robots in schools and that such policy shall prohibit the use of an artificial intelligence-enabled humanoid robot in an instructional capacity; defines terms.

This bill amends the New York State Education Law by adding a new section that strictly prohibits the use of artificial intelligence-enabled humanoid robots in instructional settings. The legislation defines these robots as physical devices designed to simulate human appearance and behavior using artificial intelligence to interact with users. It further defines "instructional capacity" to include any role where such a robot delivers instruction, provides tutoring, assesses student work, or performs duties normally handled by certified school employees. Consequently, the bill mandates that all school districts, charter schools, and boards of cooperative educational services must adopt written policies that ban the deployment of these robots for any instructional purpose. The act is set to take effect ninety days after it becomes law.
