S 1134: Requires state agencies to submit proposed rules and regulations intended to implement legislation to the appropriate committee of the legislature for approval; provides that no such rule or regulation shall take effect unless it has been approved by a majority vote of such legislative committee.
The Regulatory Ratification Act introduces a new requirement for state agencies to submit proposed rules to the Senate and Assembly for approval before they can take effect. Before a public hearing, agencies must submit proposed rules to the relevant committees for approval by a majority vote. This approval is in addition to the existing procedure for public hearings and requires legislative oversight of proposed rules. The act aims to increase transparency and accountability in the rule-making process by ensuring that proposed rules receive input from lawmakers before they can be implemented.
