What S 120 does, verified May 22, 2026

The bill aims to protect low-income and vulnerable residents from having their residential utility services terminated during extreme cold weather periods. It requires utilities and municipalities to establish procedures to identify and assist residents who may suffer serious health or safety impairments due to service termination. These procedures must include contacting residents at least 72 hours prior to termination and providing information about available protections. Utilities and municipalities must also continue service to customers where a serious impairment to health or safety is likely to result from termination. The bill also defines a "forecast of extreme temperature" as a national weather service forecast of 90°F or above or below 32°F. Utilities and municipalities cannot terminate services on the day of the forecast or on holiday or weekend days.
