The bill requires that supportive housing facilities in cities with a population of one million or more be distributed evenly across the city's boroughs. Supportive housing facilities must be sited, constructed, and established in proportion to each borough's population. The bill also mandates that new facilities be located in the boroughs with the lowest concentration of existing facilities. Community boards or neighborhood boards must approve the siting, construction, or establishment of supportive housing facilities. The term "supportive housing facility" includes multiple residences operated by non-profit organizations and funded by federal, state, and municipal governments, providing housing and support services to tenants with specific needs, as well as shelters for the homeless, abused women and children, and veterans.
