The bill requires state office buildings to meet certain greenhouse gas emissions limits three years before such limits apply statewide. It amends the Environmental Conservation Law to define "state office building" as any building or group of buildings owned by the state for primary use as state offices, departments, agencies, or for use by state employees or the public. The bill aims to reduce the state's carbon footprint by implementing stricter emissions standards for state-owned office buildings.
