What S 1414 does, verified August 27, 2026

The Utility Ratepayer Protection Act aims to protect ratepayers in New York by requiring legislative approval for any changes in utility charges. The bill mandates that utilities submit a written report to the legislature at least 180 days prior to implementing any proposed increase in fees, rentals, and charges. The report must include justification for the increase and information about the utility's current financial condition. If the legislature determines that the proposed increase is not necessary, the increase will not take effect until approved by a majority vote of both houses. The bill takes effect immediately.
