S 1491: Authorizes a weighted selection process prioritizing children who would be eligible to receive free or reduced price lunch and/or who are emergent multilingual learners for the allocation of certain prekindergarten seats in school districts where there are more eligible children than can be served in a given school year.
The bill aims to provide a method for selecting eligible children to receive prekindergarten program services. In a school year with more eligible children than available seats, eligible children will be selected on a random basis. However, in a school district with more eligible children, the district can choose to first enroll children who are eligible for free or reduced-price lunch or emergent multilingual learners. If a district prioritizes these groups and still has more eligible children, they must select among these children randomly. Additionally, a school district that previously operated a targeted prekindergarten program can use the same selection process.
