The study should include the risks and effects of smart meter installation and recommended safe practices. Each utility must report its findings to the public service commission within one year of the effective date. The public service commission must prepare a comprehensive report to the governor and legislature within 18 months, evaluating the findings of the utilities. The study and its findings will expire and be repealed two years after the effective date.
