What S 1560 does, verified February 4, 2026

The proposed amendment to the state constitution aims to increase transparency and accountability in the legislative process. It requires that all bills be printed and available on the desks of lawmakers at least three calendar days before their final passage. This rule applies unless the governor certifies that immediate action is necessary due to extraordinary circumstances. Additionally, the amendment proposes that non-recurring revenue bills can only be passed with the approval of two-thirds of the lawmakers in both branches. The proposed change also eliminates the possibility of amendments to bills being allowed on their final reading. The amendment will be referred to the next regular legislative session after the next general election and published for public review for three months prior to the election.
