What S 1562 does, verified January 8, 2026

The bill aims to limit the ownership or possession of companion animals by individuals convicted of violating specific laws. A person convicted of a violation cannot own or possess a companion animal until they demonstrate their mental capacity to care for the animal and receive a court-issued authorization. The authorization requires psychiatric or psychological testing to confirm the individual's capable and sound mental capacity to own and properly care for the animal. The bill also defines and clarifies the terms "farm animal" and "equine companion" to exclude dogs and cats from these categories. The act will take effect thirty days after it becomes a law.
