  STATE OF NEW YORK ________________________________________________________________________ 1583 2025-2026 Regular Sessions  IN SENATE January 10, 2025 ___________ Introduced by Sens. GRIFFO, GALLIVAN, HELMING, O'MARA, ORTT -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Government Operations AN ACT to amend the legislative law, in relation to limiting the amount of time any member of the legislature may serve as temporary president of the senate, speaker of the assembly, majority leader of the senate, majority leader of the assembly, minority leader of the senate, minor- ity leader of the assembly or chair of a legislative committee The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The legislative law is amended by adding two new sections 2 5-c and 5-d to read as follows: 3 § 5-c. Limitation on tenure of temporary president, speaker and minor- 4 ity leaders. No member of the legislature shall hold the office of 5 temporary president of the senate, speaker of the assembly, majority 6 leader of the senate, majority leader of the assembly, minority leader 7 of the senate or minority leader of the assembly for more than eight 8 years. 9 § 5-d. Limitation on tenure of legislative committee chair. No member 10 of the legislature shall be the chair of any single legislative commit- 11 tee for more than eight consecutive years. 12 § 2.
