New York · Senate · 2025–2026 Legislative Session · last verified January 8, 2026

What S 1605 does, verified January 8, 2026

The bill aims to update the laws governing raffle tickets sold in New York State. It establishes that raffle tickets sold over the internet are deemed to have occurred on the premises of the authorized organization or games of chance lessor, rather than the location where the sale was initiated. This change applies to both in-person and online raffle ticket sales. The bill also requires municipalities to pass a local law or resolution approving the conduct of games of chance before a raffle can be conducted within their boundaries.
