The bill aims to amend the penal law to strengthen harassment laws in New York. It introduces a new definition of "school employee" to include anyone employed by an elementary or secondary school. The bill also expands the definition of harassment in the first degree to include situations where a person intentionally and repeatedly harasses another person by following them in public or places, or engages in a course of conduct that places them in reasonable fear of physical injury. Furthermore, the bill makes it a crime to strike, shove, or kick a school employee while they are performing their duties or on account of their job. This law does not apply to activities regulated by the national labor relations act or similar federal laws. The bill classifies harassment in the first degree as a class B misdemeanor.
