The bill aims to improve safety for cyclists and pedestrians on New York roads. It requires drivers to pass on the left side of cyclists and pedestrians when overtaking them from behind. The distance at which drivers must pass is as follows: - For cities with a population under one million, drivers must pass at a safe distance until safely clear of the cyclist or pedestrian. - Drivers must move to a different lane if possible, or pass at a distance of at least three feet if moving to a different lane is not feasible. - Drivers must only pass if it is reasonable and prudent under the conditions. The bill also specifies that cities with a population under one million and towns and villages must follow these rules. Cities with a population of one million or more are not covered under this section. The bill takes effect 180 days after it becomes a law.
