What S 1694 does, verified April 16, 2026

The proposed law aims to protect individuals from harassment and unwanted recording of their presence at school grounds. It defines harassment in the second degree as intentionally causing alarm, annoyance, or harassment through physical contact, following someone, or engaging in behavior that alarms or annoys them. The law also prohibits recording or broadcasting entrances and exits to school grounds or properties with school grounds without consent. This law applies to individuals, not organizations, and does not regulate activities covered by federal labor laws. The law takes effect on the first day of November after its passage.
