New York · Senate · 2025–2026 Legislative Session · last verified January 9, 2026

What S 1735 does, verified January 9, 2026

The bill aims to amend the Real Property Tax Law to grant exemptions for alterations or rehabilitation of historic properties. To qualify for the exemption, the property must be designated as a landmark or contribute to an historic district, and the alterations or rehabilitation must meet guidelines and review standards in the local preservation law. The property owners must obtain approval from the local preservation commission before starting the work. The bill also allows counties, cities, towns, or villages to reduce the percentage exempt from taxation, limit eligibility for the exemption to certain alterations or rehabilitations, or exempt rehabilitations and alterations outside of the local preservation commission's jurisdiction, as long as the commission-approved alterations or rehabilitations are included in the project.
