What S 1816 does, verified March 24, 2026

The bill aims to update the definition of elevated blood lead levels in New York State. Currently, it is defined as a blood lead level greater than or equal to 5 micrograms per deciliter of whole blood. The bill would change this to a level of 3.5 micrograms per deciliter of whole blood, or a lower level established by the department of health. The department of health would need to adopt necessary regulations to implement this change within 90 days of the bill's effective date. Additionally, the department would be authorized to promulgate emergency regulations if a new federal guideline recommends a lower blood lead concentration. The bill would take effect immediately.
