S 1940: Requires enhanced federal medical assistance percentage funds be directly shared with the counties and the city of New York; requires the comptroller examine and audit all funds received from the enhanced federal medical assistance percentage and the distributions made to counties and the city of New York.
The state of New York is implementing a new law that requires enhanced federal medical assistance percentage funds to be directly shared with the counties and the city of New York. The law mandates that these funds be used exclusively for medical assistance and administration, and that they be paid from a special fund on audit and warrant of the comptroller. The distribution of these funds will be proportionate to the county and city of New York's share of the non-federal share of medical assistance. The state will also conduct an examination and audit of these funds and distributions to ensure proportionality, and will make a report to the legislature prior to its annual session. The law will take effect immediately.
