What S 1959 does, verified January 22, 2026

The proposed law requires the department to submit a written report to the legislature at least 365 days prior to closing any correctional facility or institution. The report must include justification for the proposed closure. If the legislature finds that the closure is not justified, it will not occur until approved by a majority vote of both houses. The law also allows for the invalidation of specific clauses or parts of the law if they are deemed unconstitutional, without affecting the rest of the law. The law takes effect 30 days after it becomes a law, and allows for the immediate implementation of necessary rules and regulations.
