What S 1968 does, verified January 8, 2026

The proposed law aims to restrict the establishment of new for-profit nursing homes and increase the capacity of existing ones in New York. The law prohibits the state from approving the construction of new for-profit nursing homes or increasing the resident capacity of existing ones. However, facilities that were already established prior to the effective date of the law can still undergo changes that do not increase their resident capacity. The law defines a for-profit nursing home as one owned or operated by a for-profit entity. The law takes effect immediately.
