What S 1972 does, verified January 10, 2026

The bill aims to criminalize the filming of violent crimes in New York State. A person can be guilty of recording a video of a violent felony if they intentionally record it with the intent to promote or encourage the commission of the underlying violent felony. This can be done individually or in conjunction with others. Recording a video of a violent felony is considered a class E felony. Submission of the video to law enforcement at the earliest opportunity can be used as evidence that the person did not have a legitimate reason for recording it. The law will take effect on the first of November after it becomes a law.
