What S 1983 does, verified January 8, 2026

The bill aims to redefine the term "tuition" for children with handicapping conditions. Tuition will now include all instructional services, supplies, and equipment costs, as well as operation and administration expenses for facilities. The costs to be considered for tuition calculation will exclude certain sources such as federal government receipts, donations, and earned interest. The bill also states that refunds from the state for special programs will not be included in the calculation. The changes will take effect immediately.
