The bill aims to provide distinctive license plates for Medal of Honor recipients residing in the state or their spouses. These recipients will be eligible for a free license plate bearing the words "Medal of Honor" upon request. They can also receive additional plates for each vehicle they register in their name or their spouse's name. The bill also allows for the reissuance of existing "congressional medal of honor" plates to recipients who request them, without any fees or charges. The new plates will be issued in the same manner as regular number plates. The bill will take effect 120 days after it becomes a law.

ORTT -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to distinctive plates for medal of honor recipients The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. Section 404-p of the vehicle and traffic law, as added by 2 chapter 145 of the laws of 2023, is amended to read as follows: 3 § 404-p. Distinctive plates for [congressional] medal of honor recipi- 4 ents. 1. Any [congressional] medal of honor recipient residing in this 5 state or the spouse of any such recipient shall, upon request, be issued 6 a license plate bearing the words "[congressional] medal of honor". If 7 a distinctive plate is issued to a [congressional] medal of honor recip- 8 ient pursuant to this section, additional distinctive plates may be 9 issued for every vehicle registered in the name of the [congressional] 10 medal of honor recipient residing in this state or the spouse of such 11 [congressional] medal of honor recipient. Application for said license 12 plate shall be filed with the commissioner in such form and detail as 13 the commissioner shall prescribe. 14 2. The distinctive plate authorized herein shall be issued upon proof, 15 satisfactory to the commissioner, that the applicant or the spouse of 16 the applicant is a [congressional] medal of honor recipient. 17 3. A distinctive plate issued pursuant to this section shall be issued 18 in the same manner as other number plates, provided, however, that no 19 registration fee or service charge shall be charged for such plate. 20 § 2. Distinctive plates issued pursuant to section 404-p of the vehi- 21 cle and traffic law prior to the amendment of such section made by 22 section one of this act shall be reissued to any person assigned such 23 plate upon such person's request. No fee or service charge shall be 24 charged for the reissuance of such plate. Provided, however, that 25 notwithstanding the provisions of section one of this act, nothing EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. This act shall take effect on the one hundred twentieth day after 5 it shall have become a law.
