What S 2160 does, verified January 8, 2026

The bill proposes to amend the administrative code of the city of New York. It aims to prevent the city from increasing property taxes when a property's assessed value has decreased in the previous year. The proposed law would limit the increase in assessed value for a year after a real property's market value has decreased. This decrease in assessed value would be the lesser of the assessed value in the prior year or the product of the assessment ratio times the market value. This change would only apply to class one and class two properties, as defined in the real property tax law. The law would take effect immediately upon its passage.
