S 2163: Authorizes and directs the state board of elections, in cooperation with county boards of elections, to create an online petitioning system for designating petitions; provides that use of such online petitioning system shall not preclude the collection and use of paper designating petitions; authorizes the state board of elections to promulgate necessary rules and regulations.
The proposed law aims to create an online petitioning system for designating candidates in New York State. This system will allow qualified voters to sign petitions for various offices, including federal and state offices, and local positions, through a secure internet portal. The system will verify the identity of signers and transmit signed petitions to the relevant election officials. Candidates may choose to collect signatures up to the full number required for nomination through the online system. The law also allows for the use of paper petitions and permits the state board of elections to establish rules and regulations for the system's implementation. The law will take effect immediately, and it is intended to provide an alternative method for voters to participate in the nomination process.
