What S 2194 does, verified January 8, 2026

The proposed law aims to minimize the economic impact of new rules and regulations on the commercial fishing industry. It requires the department to prepare an economic impact statement before enacting any rule or regulation affecting the industry. The statement must include an analysis of the potential effects on the industry, including job losses and administrative costs. The department must review existing rules and regulations within two years of the law's enactment to determine if they should be continued, amended, or rescinded. New rules adopted after the law's enactment must be reviewed every two years to ensure they minimize economic impact on the industry. The review process considers factors such as the need for the rule, complaints from the industry, complexity, and changes in economic conditions since the rule's original enactment. The law takes effect immediately.
