S 2209: Removes the local share requirements associated with increasing the age of juvenile jurisdiction.
The bill aims to modify the state finance law to address local share requirements associated with increasing the age of juvenile jurisdiction. Currently, counties and the city of New York are not required to contribute a local share of eligible expenditures that would not have been incurred without this provision. However, if a county's most recent budget exceeds the tax levy limit or if it is not subject to the provisions of the general municipal law, counties are required to contribute a local share. The state budget director can waive local share contributions for counties or the city of New York upon a showing of financial hardship, considering incremental costs, changes in aid payments, and other extraordinary costs. The bill takes effect immediately.
