What S 2219 does, verified March 14, 2026

The proposed law aims to reform the rent guidelines board in New York City. The board will now consider all property sizes when determining annual rent adjustments. The board will also categorize property owners into small, medium, and large groups based on factors such as the number of units, gross rent, and income receipts. Additionally, the board must publish the data source used to determine rent adjustments. The law also limits hardship rent increases to property owners with a maximum of twenty units and prohibits them from being awarded to large real estate investors and companies.
