What S 2221 does, verified February 4, 2026

The proposed constitutional amendments aim to establish a biennial budgeting system for the state, replacing the current annual budget process. The governor will prepare the budget, requiring heads of state departments to furnish estimates and information to the governor and legislature. The governor will hold hearings on the budget and submit a comprehensive plan of expenditures to the legislature, including financial needs of the legislature, judiciary, and other entities. The budget will be submitted biennially, with a two-year budget plan and financial projections. Additionally, the amendments will require that no money be paid out of the state treasury without a law appropriation, with the law specifying the sum, object, and purpose of the appropriation.
