The bill proposes to amend the Penal Law to exempt certain individuals from the restrictions on self-defense spray devices. The exemption will not apply to minors under 16 years old, unless they have been granted an order of protection or have been the victim of a crime. It will also not apply to individuals with a previous felony conviction or those convicted of a crime outside the state that would be considered a felony or assault crime if committed in the state. The changes will take effect immediately.
